The regulation applies to airports, fuel suppliers, and aircraft operators. Operators must:<\/p>\n<ul>\n<li>Avoid tankering fuel outside of Union Airports (UA) for economic reasons with the purpose to avoid fuelling at UA, where SAF mandates are charged.<\/li>\n<li>Uplift at least 90% of their yearly fuel requirements for flights departing Union<br \/>\nAirports.<\/li>\n<\/ul>\n<h4>Are you an Aircraft Operator in scope?<\/h4>\n<p>You are in scope of ReFuelEU, if in the previous compliance year (2024), you had:<\/p>\n<ul>\n<li>500 or more commercial* passenger flights; or<\/li>\n<li>52 or more cargo flights<\/li>\n<\/ul>\n<p>departing from Union Airports (see the 2024\u00a0<a href=\"https:\/\/transport.ec.europa.eu\/document\/download\/ce8eae01-435e-4313-8d46-42463c3027ce_en?filename=ReFuelEU_list_airports_2024_reporting.pdf\">list<\/a>).<\/p>\n<p>The recently published updated guidance (<a href=\"https:\/\/www.easa.europa.eu\/en\/domains\/environment\/refueleu-aviation-digital-reporting-tool\">EASA website<\/a>) clarifies that flights performed by an aircraft registered under and Aircraft Operator\u2019s (AOC) shall be deemed to constitute <strong><em>commercial air transport<\/em><\/strong>, irrespective of the manner in which the flight plan is filed, including whether filed under \u201cG\u201d (general) or \u201cN\u201d (non-scheduled).<\/p>\n<p>Whether you already know you\u2019re in scope, believe you\u2019re not, or aren\u2019t sure yet, understanding ReFuelEU is essential. The regulation\u2019s thresholds may catch more operators than expected, and the official\u00a0<a href=\"https:\/\/transport.ec.europa.eu\/document\/download\/42fe1033-cfcf-4b41-96e8-78acd882e647_en?filename=ReFuelEU_list_operators_2025_reporting.pdf&amp;OR=Word.\">2025 list<\/a> is not comprehensive. Even if you\u2019re not listed, you could still be required to comply! A quick review of your 2024 flight data with\u00a0<strong>Azzera<\/strong>\u00a0can clarify your status and help you prepare before reporting obligations begin.<\/p>\n<h2><\/h2>\n<h4>Case Study \u2013 ASL Group: What to do when you\u2019re in scope of ReFuelEU?<\/h4>\n<p>ASL Group, a Skylegs\u2019 client, chose to manage their ReFuelEU compliance by leveraging the API connection between Skylegs and Azzera Celeste. They are required to monitor and report ReFuelEU compliance by\u00a0<strong>31st March 2026<\/strong>, for the year 2025.<\/p>\n<p>For ASL Group,\u00a0<strong>continuous monitoring\u00a0<\/strong>is crucial to remove or to at least minimize the risk of non-compliance fines (up to \u20ac1,500 per tonne of \u201cnon-tanked\u201d fuel). This is where\u00a0<strong>Skylegs\u2019<\/strong>\u00a0API integration with\u00a0<strong>Azzera Celeste<\/strong>\u00a0allowed them to automate and significantly reduce their time spent on manually collecting and matching their actual post flight data with planned fuel data.<\/p>\n<p>ASL&#8217;s CEO explains:\u00a0<strong>Skylegs<\/strong>\u2019 latest integrations with flight planning software capture all planned fuel data required for accurate ReFuelEU monitoring and reporting:<\/p>\n<ul>\n<li>planned trip fuel<\/li>\n<li>planned taxi fuel<\/li>\n<li>planned fuels for \u201cSafety reasons\u201d (i.e. contingency, alternate, final reserve, additional fuel, discretionary fuel or extra fuel, depending on availability)<\/li>\n<\/ul>\n<p>This data is then matched with our \u201clocked\u201d flights and immediately synched to our\u00a0<strong>Azzera Celeste<\/strong>\u00a0account, where the data is processed and any non-consistencies displayed in\u00a0<strong>ReFuelEU Dashboard<\/strong>.<\/p>\n<p>Automatic synchronisation of data allows ASL Group a full year-to-date overview of non-compliant airports and also gives insights into reasons for non-compliance. If you\u2019re falling\u00a0<strong>below 90% of required yearly fuel uplift<\/strong>\u00a0at a certain Union Airport, Celeste ReFuelEU Dashboard will tell you:<\/p>\n<ul>\n<li>how many departures you\u2019ve had from this UA in 2025;<\/li>\n<li>what\u2019s your year-to-date uplift at a specific UA in tonnes (Celeste also takes into account fuel uplift logged in Skylegs upon arrival or just before departure from Union Airport)<\/li>\n<li>what\u2019s your so-called \u201cjustified safety fuel\u201d and if it covers for your non-tanked fuel<\/li>\n<\/ul>\n<p>We\u2019re working with the dashboard and different types of Excel exports it provides on a daily basis, to inform our OCC and flight crew of flagged non-compliances in order to make sure we reduce them completely by the end of the year.<\/p>\n<p>Come the reporting deadline, we will be ready to export the EASA template, populated with our numbers, have it verified, and finally submit it to the EASA Sustainability
